The safety island or "turn around"? may add some chair and table to let citizens spare their time sitting there?
If so,  camera is needed to ensure no people sleep there.
Filled concrete Bollard surrounds the island ti ensure no car crash. 
And may design some method to pass carriageway such as:
1. Temporary "stop" light system when pass the bottom. 
2. Tunnel
3. Bridge

Some school playground would be opened? In holiday for some citizens leisure purpose?
